Though moving in the right direction, the 10-Year Plan only invests about 15% of its listed total in multi-modal projects. Transportation staff needs more support to shift planning, design, construction, and related funding away from roadway projects and to network multi-modal projects, planning, and design-use of right-of-way. It’s a disservice to pretend that we can have it all in transportation. Rather, right-of-way is a finite quantity and staff needs more support to diversify the modes of service in right-of-way and plan and design those mobility modes to connect at a network level that is safe and comfortable.
Project ID 3367 US 36 North Foothills Highway Safety Improvements
C4C requests that this project be moved out of the 2031+ column and into the 2027 column. This is one of if not the most dangerous roads in the state for cyclists. The project will fix those adverse safety outcomes. The project is the next logical step in CDOT’s role-model and leading design-use of right-of-way that CDOT is executing in partnership with Boulder County, it’s great work that needs to be funded. If the project is left in the 2031+ column, it cannot continue to seek matching funds, grants, and other funding for its construction and risks being lowered in priority if it is not moved to the 2027 column. Boulder County’s substantial planning and design funding of this project are also at risk. If CDOT is serious about safety, mode choice, budgetary, and business considerations that are linked to the design-use of right-of-way then this project needs to be funded so that Boulder County, C4C, and other organizations can continue to partner on getting it done in a demonstration of mobility, safety, and comfort for all and at scale.
